2014 Municipal Election

At this time we do not anticipate hiring any external employees for the 2014 Municipal Election as the process for the Vote-by-Mail system is completed by municipal employees.

Director of Public Works & Parks

The Township of Scugog is a picturesque community of 22,500 people located along the shores of Lake Scugog within the Region of Durham. The Township is seeking a highly motivated and energetic individual to become its new Director of Public Works and Parks.

Utilizing your ability to think and act strategically, you will oversee the coordination and general/financial management of your respective department and assist the Chief Administrative Officer with strategic leadership as a member of the Senior Management Team. A proven leader, you will provide guidance and business planning direction to department managers, coordinate and present departmental multi-year capital and operating budgets, prepare reports for and attend Council/Committee meetings, and perform representative duties related to your portfolio and on behalf of the CAO as required/assigned. Your proven staff leadership and supervisory skills are complemented by excellent conceptual, interpersonal, project/time management, analytical, communication, presentation, problem-solving, facilitation, and negotiation abilities. You demonstrate a thorough working knowledge of related legislation, engineering principles and practices, environmental assessment practices, relevant legislation, and labour relations principles and collective agreement administration.

You will be responsible for overseeing the Township’s engineering and operations functions, which includes leading and directing the day-to-day administration of the Public Works and Parks Department. You have a degree or three-year diploma in Civil Engineering, with relevant certifications (P. Eng. or C.E.T., CRSS). You have at least ten years progressively responsible experience in public works and/or parks in a municipal environment, with five years at a supervisory level, including extensive experience working with elected officials and supervisory experience within a unionized environment.

Operations Manager

Salary Range:  $80,000 - $90,000 (per annum)
Temporary Full-Time; 6 Month Contract Position

Reporting to the Director, Public Works and Parks the Operations Manager is responsible for:

  • Manage and lead all work crews and staff involved in Works operations and maintenance work ensuring work is planned, prioritized, assigned, supervised and reviewed as required;
  • Responsible for the depot budget, programs and equipment within his/her area of jurisdiction;
  • Oversee and ensure the safe operation and maintenance of equipment, roads, bridges, sidewalks and culverts;
  • Supervise contractors and hired equipment;
  • Business and policy administration, including compiling data, writing reports, performing Tangible Capital Asset Management duties, maintain and purchase supplies, materials and equipment; and
  • Equipment and maintenance management guaranteeing quality management of all depots.

 Qualifications:

  • Post secondary Engineering Technician or Technologist diploma and five (5) years progressive experience in a private or municipal supervisory role or equivalent education and experience;
  • WHMIS certified and a working knowledge of cleaning chemicals; and
  • A class DZ driver’s license and a good driving record.

 Skills and Competencies Required:

  • Extensive knowledge of local, provincial and federal highway and workplace compliance regulations, ordinance and legislation and the Township’s Health and Safety Policy;
  • Knowledge of equipment, construction and road maintenance practices;
  • Strong customer service, interpersonal and communication skills (both verbal and written);
  • Good analytical, planning, time management and problem solving skills;
  • Excellent leadership, delegating, coaching and mentoring skills; and
  • Capable of working under pressure and handling multiple concurrent projects, establishing priorities and meeting changing deadlines.

 Job Posting #006-008 (3 positions)

Seasonal Operator – Night and Day Shifts as Required

Temporary Full-Time (40 Hours/Week); November 2014 – April 2015

(C.U.P.E. Local 1785-01)

Job Rate:  $26.03 per hour

PUBLIC WORKS & PARKS DEPARTMENT

Reporting to the Operations Manger, the incumbent will provide regular Operator duties along with night patrol duties as required and support the Operations Manager by:

  • Performing regular, daily, year round patrol(s) and/or inspections of all Township Roads in both the Blackstock and Port Perry Depot areas of responsibility;
  • Ensuring all work is completed in accordance with statutory requirements and Township policies; 
  • Taking appropriate action to repair basic problems identified during the patrol and, when required, bring problems of a serious nature to the attention of the Lead Hand and/or the Operations Manager;
  • Completing any work caused by small adverse weather conditions such as sanding an ice patch at an intersection or plowing a small drift on the road to ensure the safety of the general public;
  • Maintaining a computerized daily journal identifying and recording the area patrolled, weather conditions, problems encountered, potential concerns, and maintenance and/or repair work completed;
  • Responding to unforeseen circumstances that may arise;
  • Attending any scheduled monthly meetings to discuss concerns; and
  • Performing other requisite duties as assigned.

QUALIFICATIONS, SKILLS AND COMPETENCIES REQUIRED: 

  • Secondary school diploma (Grade 12) or equivalent education and experience;
  • At least four (4) years related experience in the field, preferably in a municipal setting, with proven involvement in road maintenance and traffic safety and control;
  • Experience with snow plowing and sanding is preferred;
  • A valid Class “D” license with “Z” endorsement;
  • Working knowledge of The Occupational Health & Safety Act, the Highway Traffic Act, Book 7 legislation and WHMIS legislation;
  • Knowledge in the operation of equipment such as a large sander/plow truck and front end loader;
  • Good interpersonal, verbal and written communication skills; tact and courtesy in dealing with management staff, co-workers and the general public;
  • Ability to work in an independent, professional manner with minimal supervision;
  • Able to work flexible hours of work including evenings and weekends; and 
  • Able to lift up to 23 kg and be physically fit to perform the assigned tasks.
