Robert Rock Appointed to the Office of the Councillor - Ward 3 

As a result of the Ward 3 Councillor Angus Ross’s resignation, Council declared the Office of the Councillor – Ward 3 vacant on June 30, 2021. Council had 60 days after declaring the seat vacant to either appoint an individual to fill the vacancy or pass a by-law declaring a by-election.

Council, on June 30, 2021, unanimously voted in favour of filling the vacancy through an Appointment by an Open Call for Qualified Applicants which allowed any qualified member of the public to apply to the Township to be considered for appointment as Councillor – Ward 3.

The Councillor – Ward 3, will serve as a member of the Council of Township of Scugog for the remainder of the term of Council (Until November 14, 2022).

Following a three-week application period, which included two public open houses, a Special Council meeting was held on August 9, 2021 to allow Council an opportunity to review the applications and hear presentations from each applicant. The Procedure for Selection Process for Office of Councillor Ward 3, as approved by Council, was followed. Following the presentations, nominations were made, followed by a voting process, a resolution was adopted by Council appointing Mr. Robert Rock as Councillor – Ward 3 of the Township of Scugog for the remainder of this term of Council, which was subsequently approved through the enactment of the confirmation by-law.

In order to finalize his appointment as Councillor – Ward 3, Mr. Rock was required to make and subscribe the Declaration of Office. Mr. Rock attended Council Chambers on Wednesday, August 11, 2021 and took his Declaration of Oath in the presence of the Mayor and Clerk and now officially holds the Office of Councillor - Ward 3 for the remainder of the term of Council. 

Background

At the June 21, 2021 Planning & Community Affairs Committee meeting, Council received notice of Ward 3 Councillor Angus Ross’s resignation as Councillor – Ward 3 effective June 29, 2021.  

Council held a Special Council meeting on Wednesday, June 30th at 9:30 a.m. to declare the Office of Councillor – Ward 3 vacant and consider options for filling the vacancy.

Council unanimously voted in favour of filling the vacancy through an Appointment through an Open Call for Qualified Applicants which will allow any qualified member of the public to apply to the Township to be considered for appointment as Councillor – Ward 3.

Appointment through an Open Call for Qualified Applicants

An appointment through an open call for qualified persons would allow any qualified member of the public an opportunity to apply to the Township to be considered for appointment by Council. A qualified individual shall be any qualified elector. 

A “qualified elector” is an individual who is:

  • A Canadian citizen;
  • 18 years or older;
  • A resident, owner or tenant of land in the Township of Scugog, or the spouse of an owner or tenant of land; and
  • Not prohibited by law from holding office.

Overview of Process

Application Process

Interested qualified applicants will be able to submit their application, along with the supporting documentation to the Township Clerk during the application period. The application period is now closed. It was open from 8:30 a.m. on Monday, July 5, 2021 and closes at 4:30 p.m. on Friday, July 23, 2021.

Interested individuals were required to make an appointment with the Clerk during regular office hours (Monday - Friday between 8:30 a.m. - 4:30 p.m.) to submit the following information:

  • Completed Application Form
  • Application Fee of $100 (non-refundable);
  • Two (2) pieces of identification confirming the applicant’s residency within the Township of Scugog, or their status as an owner or tenant of land in the Township of Scugog, or the spouse of an owner or tenant of land in the Township of Scugog; and
  • A letter, no longer than two (2) letter-sized pages, identifying why the individual feels they are qualified and the best candidate to fill the vacancy.

Special Council Meeting

A Special Council meeting was held on Monday, August 9, 2021 at 1:30 p.m. At the meeting each applicant was required to make a 5 minute presentation to Council, followed by questions from members of Council.

Following all presentations, Council brought forward nominations for the Office of Councillor - Ward 3. After nominations were closed, a vote was taken. Procedures for Selection Process were developed and approved by Council, which were used to guide the selection process. Council passed a resolution to appoint an individual to the position of Councillor - Ward 3. The successful applicant attended the Municipal Office to take the Oath of Office on Wednesday, August 11, 2021.  

Open Houses

Two virtual open houses were held for interested applicants to learn more about the process and the expectations of the positions. The open houses were be held on Thursday, July 8, 2021 at 6:30 p.m. and Wednesday, July 14, 2021 at 2:00 p.m. Pre-registration was required.
