General Purpose and Administration Committee Meeting – May 4, 2026

  • Delegation from Oak Ridges Hospice, regarding Hike For Hospice Event - June 7, 2026
    • Council received the presentation waived the rental fees for Palmer park and the Latcham Center for the Hike for Hospice Event on June 7, 2026.
  • Presentation from Lakeridge Health, regarding Annual update – 2026
    • Discussion regarding organizational priorities, operational efficiencies, emergency department pressures, expanded surgical and outpatient care capacity, and ongoing redevelopment planning across the hospital system. Comments were also provided respecting mental health and addictions services, physician training initiatives, and partnerships supporting specialized care within the region.
    • Presentation by Cynthia Davis and Chris Squire, Lakeridge Health, was received by council
  • Presentation from Principles Integrity, regarding 2026 Integrity Commissioner's Periodic Report - Township of Scugog
    • Jeffery Abrams, Integrity Commissioner for the Township of Scugog, provided a periodic review update, the presentation materials for which were contained within the meeting agenda. Mr. Abrams also advised that his firm, Principles Integrity, will no longer be offering Integrity Commissioner services and that his current term with the Township will conclude in January 2027.

  • Delegation from Lakeridge Citizens for Clean Water, Regarding Proposed Site Alteration By-law – Carmela Marshall
    • Received by Council
  • Presentation from Blackstock Community Arena Development Committee, Regarding 5 Year Plan
    • Committee has been working on five year plan (2026-2031) with define plan and roadmap of how community is looking to support the future of the Blackstock arena and are committed to 20% fundraising commitment to fund the refrigeration plant.
    • Received at council
  • Presentation from Durham Regional Police Service Board, Regarding Update on Policing and Police Governance in the Durham Region
    • The board is looking to enhance community trust by meeting with elected representatives and community groups, with a particular focus on youth and launching community safety portal across Durham on DRPS.ca (include link).
    • Received and Council thanked the board for their presentation
  • CSP-2026-003 - Film Policy
    • Received for information by Council
    • Council approve the updated Township of Scugog Film Policy, including Appendix “A” – Requirements for Filming in the Downtown Port Perry
    • Staff were directed to implement the approved Film Policy following Council approval.
  • FIN-2026-014 - 2027 Budget Timeline
    • Received for Information by Council.
  • Memorandum Regarding, Follow up Information for Report PWR-2026-020 – Blackstock Arena Refrigeration Plant Replacement
    • Council approved the purchase and installation of a Permanent Refrigeration Plant to replace the existing Freon Refrigeration Plant at the Blackstock Arena; and, funding, not to exceed $980,000.00 for the new permanent refrigeration plant, be funded from the Development Charges Reserve Fund, Major Facilities Reserve Fund, and contributions from others;
    • and, a Blackstock Arena Development Reserve Fund be created to hold funds donated to the Township through the Blackstock Arena Planning and Development Committee.
  • By-law 30-26 – Traffic By-law Update – was passed.
