Notice of Study Completion – Edgerton Road Bridge Replacement
Scugog – The Township of Scugog has completed a Municipal Class Environmental Assessment (MCEA) to evaluate options for improvements to the Edgerton Road Bridge (Bridge No. 11). The preferred solution involves replacing the existing concrete through-girder structure with a new two-lane bridge designed to meet current standards. The replacement structure will be a 23.0 metre span pre-stressed concrete box girder bridge, expected to have a service life exceeding 75 years.
The preferred solution addresses all structural defects, removes existing load restrictions, provides a widened driving platform, and will improve hydraulic performance. The replacement bridge will maintain the cultural heritage of the original bridge by matching the design of the new barriers with the aesthetics and Art Deco style of the original barriers.
The project was conducted in accordance with the planning and design processes for “Schedule B” of the Municipal Class Environmental Assessment process (Municipal Engineers Association, February 2024), which is an approved process under the Ontario Environmental Assessment Act. The MCEA process included consulting with agencies, Indigenous communities, and the public; an evaluation of alternative solutions to address the problem; an assessment of potential environmental and cultural heritage impacts; and identification of reasonable measures to mitigate any potential adverse impacts. A Notice of Study Commencement inviting public input on the project was published on September 11, 2025.
A Project File Report (PFR) has been prepared to document the planning and decision-making process for this study. By this notice, the PFR is being placed on public record and will be available for a 30-day review period starting January 29, 2026, and ending March 2, 2026, to meet the requirements of the MCEA process. To provide comments on the project, or if you require alternative accommodations to view the PFR, please contact the Study Team before March 2, 2026. Personal information provided through public comment is collected by the Township of Scugog in accordance with the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c. M. 56, and will be used by the Township in making decisions on this Project. With the exception of personal information, all comments will become part of the public record.
