Old Simcoe Road Rehabilitation Project Update

Scugog – The preliminary design phase for the Old Simcoe Road Rehabilitation project has begun on schedule. This project includes the rehabilitation of Old Simcoe from Reach Street to Queen Street and will include updating the road base, third party utility upgrades, new asphalt paving as well as pedestrian safety improvements for the intersection at Old Simcoe Street and Queen Street, a sidewalk by the Curling Club, and realignment of the intersection at Chimney Hill Way.

At the June 1 General Purpose and Administration (GPA) meeting, staff presented an update report requesting an increase in the project budget to accommodate needed changes in design. Initial field investigations and borehole sampling were conducted to assess existing road conditions, including the asphalt surface, granular base, and subbase. The findings identified several locations where the base and subbase depths are inadequate. Additional steps are needed in order to proceed, including further geotechnical work and storm sewer cleaning and a condition survey. Sub-surface utility investigations will provide the required information to complete the design for the Chimney Hill Street and Bay Street intersection and allow the utility companies to adequately schedule for relocations, where required.

The refined approach is necessary as rehabilitation without addressing the identified deficiencies would negatively impact the lifecycle of the roadway and likely result in the need for additional repairs in the short-term.

To fund the additional needs of the rehabilitation project, Council has approved the use of funds from the DC – Engineering Reserve Fund and the Road Reserve Fund. Final approval on the budget request is expected to be approved at the June 22 Council meeting.

Tendering for construction will follow completion of the detailed engineering design for the roadway and completion of utility relocations. The estimated project timeline will see the road improvements taking place during the 2027 construction season, with completion of the project expected in the same calendar year.
