Public Service Announcement – Gravel Road Maintenance
Scugog – The Township of Scugog recognizes that many gravel roads are in poor condition following a harsh winter, and we understand the concerns this raises. A common question is why grading has not yet taken place. The primary factor affecting grading operations is weather, along with overall road conditions.
- As frost leaves the ground, gravel roads become saturated and soft. This thaw period weakens the road base. If grading is done too early, equipment can damage the underlying structure rather than improve it. While the surface may appear smooth initially, potholes and washboarding can quickly return because the material has not yet stabilized. In addition, grading during heavy rain can cause freshly graded surfaces to wash away, resulting in inefficient use of time, fuel, and public resources.
- Timing is also critical. There is a narrow window when the road has enough moisture to be properly reshaped, but not so much that it becomes unstable or muddy. This window can vary significantly from day to day depending on weather conditions such as rainfall, temperature, and sunlight.
This spring has been particularly wet, which has delayed grading operations.
“The mix of rain and snow in combination with fluctuating temperatures throughout the winter have impacted our roads a great deal,” said Grant Taylor, Director of Public Works and Recreation. “Rain and snow seep under the road surface throughout the winter and freeze in place when temperatures drop, which leaves gaps under the surface when spring temperatures arrive and melt the frost. These gaps cave in when driven over, leaving potholes on both gravel and paved surfaces. Additionally, Scugog roads have pockets of low-lying, water-soaked areas, which only increases the frost buildup under the roads during the winter and impact the road material in the spring.
At this time, frost is beginning to thaw and imperfections are beginning to show on these roads. While grading operations begin this week, not all roads are yet in proper condition to grade.”
With recent warm weather, crews are expected to begin grading operations the week of April 20.
In the meantime, residents are asked to reduce speeds on gravel roads to help protect both vehicles and the road surface, and use caution around work vehicles and crews. Road issues can be submitted through our Customer Service Portal.
