Update Regarding Strong Mayor Powers

Scugog – Strong Mayors Powers for an additional 169 municipalities, including the Township of Scugog, took effect May 1, 2025. Township of Scugog Mayor Wilma Wotten has signed two Mayoral Decisions delegating her strong mayor powers as permitted under the Municipal Act, 2001. The effect of the delegations returns these powers to where they were prior to strong mayor powers being imposed on the Mayor by the province:

  • The Mayor has delegated back to Council the authority to: (a) appoint or dismiss the CAO, and (b) establish, dissolve, appoint chairs/vice-chairs, and assign functions to Committees of Council - Committees where the members are only Council members (e.g. General Purpose and Administration Committee, Planning and Community Affairs Committee); and
  • The Mayor has delegated to the CAO the authority to: (a) determine the organizational structure of the municipality, and (b) make decisions regarding employment matters within the corporation.
