Heritage Register

Section 27 of the Ontario Heritage Act states that the municipal clerk shall keep a register of properties that are of cultural heritage value in the municipality. These local, publicly accessible registers contain information about all properties designated under sections 29 or 41 of the act. 

The Township of Scugog Heritage Register Is the official list or record of cultural heritage properties that have been identified as being important to the community. The Heritage Register is a way for our community to recognize and protect places of cultural heritage value. Our cultural heritage is what we value from our past and what we want to preserve for our future. The efforts made today will ensure a lasting legacy for future generations.

A Notice for Intent to Designate a Property of Cultural Heritage Value or Interest Under Part IV of the Ontario Heritage Act has been requested for the following property:

13940 Old Scugog Road, Blackstock, Ontario

Take Notice that the Council of the Township of Scugog, on March 23, 2026, passed a resolution of 
intent to designate the property at 13940 Old Scugog Road, Blackstock, Ontario, as a property of 
cultural heritage value or interest under Part IV of the Ontario Heritage Act (the Act).

The property located at 13940 Old Scugog Road, municipally known at the Cartwright Town Hall, is 
worthy of designation under Part IV, Section 29 of the Ontario Heritage Act for its cultural heritage 
value and meets Ontario Regulation 9/06.

The Cartwright Town Hall was constructed in 1850 and was originally located on Church 
Street beside the Anglican Church. It was moved to its present location on Old Scugog 
Road in 1866. It has design and physical value for its typology as a well preserved and 
representative example of a mid-19th century small town community meeting hall and municipal 
building.

The full particulars for the subject property, including a statement outlining the cultural heritage 
value or interest and description of the property’s heritage attributes is available for inspection in 
the Clerks Department, 181 Perry Street, Port Perry, between the hours of 8:30 a.m. and 4:30 p.m., 
Monday through Friday. If you would like to obtain further details, please contact clerks@scugog.ca or 905-985-7346.

Any person may, on or before the 15 of June, 2026, send by registered mail or deliver the Clerk, 
Notice of Objection to the proposed designation, together with a statement of their reasons of the 
objection and all relevant facts.

If a Notice of Objection is received, the Council of the Township of Scugog will consider the 
objection on or before the 14 of September, 2026.

If no objection is received within the designated period, Council may consider and pass a By-Law 
designating the property at 13940 Old Scugog Road, Blackstock, Ontario, under Part IV of the Act.

3490 Highway 7A, Caesarea, Ontario

Take Notice that the Council of the Township of Scugog, on March 23, 2026, passed a resolution of 
intent to designate the property at 3490 Highway 7A, Caesarea, Ontario, as a property of cultural 
heritage value or interest under Part IV of the Ontario Heritage Act, (the Act).

The property located at 3490 Highway 7A, known as the Caesar Cemetery, is a small rural cemetery 
found on the west side of Highway 7A between the villages of Blackstock and Caesarea in the old 
Township of Cartwright, now part of Scugog Township. The cemetery consists of 33 gravestones 
that mark the final resting place of 77 individuals who passed away in the 19th and early 20th 
centuries.

value or interest and description of the property’s heritage attributes is available for inspection in

This notice is being served in accordance with Section 29 of the Act.

Cultural heritage value or interest is determined by one of three ways.

1 - Design or Physical Value

The property must meet at least one of the following requirements:

  • Is rare, unique, representative or early example of a style, type, expression, material or construction method; or
  • Displays a high degree of craftsmanship or artistic merit; or
  • Demonstrates a high degree of technical or scientific achievement.

2 - Historical or Associative Value

The property must meet at least one of the following requirements:

  • Has direct associations with a theme, event, belief, person, activity, organization or Institution that is significant to a community; or
  • Yields, or has potential to yield, information that contributes to an understanding of a community of culture; or
  • Demonstrates or reflects the work or ideas of an architect, artist, builder, designer or theorist who is significant to a community.


3 - Contextual Value

The property must meet at least one of the following requirements:

  • Is important in defining, maintaining or supporting the character of an area; or
  • Is physically, functionally, visually or historically linked to its surroundings; or
  • Is a landmark

The register recognizes properties of cultural heritage value in the community and promotes knowledge and enhances an understanding of the community's cultural heritage. The register provides interim protection for listed properties. Owners must give Council at least 60 days' notice of their intention to demolish or remove a building or structure on the property. This provides the opportunity to consider whether the property should then be designated, or permits time for documentation and/or salvage of historic materials. 

Properties may only be added or removed from the Scugog Heritage Register with the permission of the Township of Scugog Council, Applications to add or remove properties will be accepted by the Township's Heritage Committee and considered on a case-by-case basis for recommendation to Council. Proponents will be asked to support their request based on the criteria for determining cultural heritage value or interest.
