Speaking Before Council

The Township of Scugog welcomes visitors, residents and business partners to attend meetings of Council. The public can apply to speak at a General Purpose & Administration Committee meeting or a Planning & Community Affairs Committee meeting, provided they follow specific guidelines.

Etiquette for Delegates and Visitors

  1. For Delegates - A high level of decorum is expected of delegates in attendance. Be specific and brief; comments are limited to five minutes.
  2. For Visitors – Please refrain from applause or other expressions of emotion. Outbursts, criticisms, and inappropriate language will not be tolerated.
  3. Signs and placards are not permitted in the facility

To make a formal request to speak to Council, individuals are required to complete the Delegation Request Form and submit it online.  

Delegation Request Forms must be submitted by 4:30 p.m. on the Tuesday before the meeting.  Staff will confirm in writing that the date you have selected is available. 

Delegations take place at the beginning of a committee meeting and individual delegates will have five (5) minutes to address Council. Please note delegation time cannot be combined to exceed the five (5) minute limit for each individual speaker. Once delegations are complete, individuals have the option to leave the meeting or stay for the duration. If you do not feel comfortable speaking in front of Council, you may address a letter to the Mayor and Members of Council to be included in the Council agenda for review. 

Delegates who have addressed Council regarding a specific topic may not be permitted to address the same matter within six (6) months of their last appearance.

Individuals may attend the appropriate meeting to express their opinions, in person or in writing, to council regarding the following planning matters: 

  • Rezoning 
  • Official plan amendments 
  • Land severance 
  • Minor variance notices 

Prior to making a decision on any planning matter, Council will call upon the public to express their opinions, for or against the matter. Individuals who disagree with a planning decision made by Council may contact one for the following departments for further direction:
